The year is 2017.  Chaos and disorder have spread across the continents, fueled by a nefarious legion of terrorists and warlords.  This new breed of enemy requires a new approach, one that hunts and kills under a united banner of freedom while remembering the nations that make up its fighting force.  The World Cooperative Initiative, a replacement for the all-but-defunct United Nations, has vowed to restore world order and bring peace to innocent civilians caught in the crossfire of tyrrany and despair.

The WCI Security Forces (or as they are affectionately known, "Cooper Troopers") travel the world, stepping into hotspots where other fighting forces dare not tread.  Led by veteran fighters, the Cooper Troopers are there to answer the call to take the world's most wanted dictators and warlords into custody and bring them to justice.
